President asks judges to ensure quick disposal of cases impartially
President Abdul Hamid on Saturday said judges have to ensure quick disposal of cases in an impartial manner to fortify people's confidence on the judiciary to overcome problems of delay in trial process and backlog of cases.
‘The court is the last dependable place for people...it is expected that the judges will conduct their tasks impartially to ease sufferings to the litigants and give priority to the welfare of the country and its people,’ the President said while addressing the inaugural session of National Judicial Conference 2017 at Bangabandhu International Conference Centre in Dhaka.
He also urged the judges to pronounce the judgment or pass any order after hearing of cases or announce brief verdict or pass the order within the reasonable timeframe for increasing the confidence on an effective judiciary.
‘Dilly-dally process in pronouncing case's verdict or passing any order won't be accepted. If so happens, the judge concerned must take the responsibility individually’, the President said.
He stressed the need for maintaining realistic balance between number of judges and cases, appointing judges in all vacant posts and ensuring necessary courtrooms for accelerating desired speed of the judicial activities.
Noting that getting justice is a fundamental right of mass people, President Hamid said general people are deprived of realising their basic rights sometimes due to poverty, illiteracy and various difficulties.
The President mentioned some limitations of judiciary, including huge pending cases, insufficient and old-aged buildings for courtrooms, and some risk factors of judges while dealing with different seasonal cases.
He said country witnessed successful disposal of some sensational cases, including Bangabandhu murder case and trials of the war criminals, raising the ratio of disposal of pending cases to a satisfactory rate which is much more than that of last year.
The President hoped that the judges would be able to work in a developed environment immediately as the present government undertook different development projects including the infrastructural one.
‘There is no alternative to democracy and good governance for the advancement . . . Maintaining good relation and coordination among legislature, executive and judiciary is very urgent’, President Hamid observed.
He asked three state organs to work jointly giving priority to the welfare of the country and its people saying, ‘We have to bear in mind that no activity of any state-organ hampers the function of others or hinders the national interest.’
Highlighting tremendous development in country's socio-economic sectors which has become a 'role model' across the globe at present, the President said the incumbent government is firm to fulfill the hopes and aspiration of mass people by establishing the rule of law and the good governance as well.
He stressed the need for joint efforts of all officials and employees to materialise the Vision 2021 and subsequently Vision-2041 aimed at building the hunger and poverty free 'Sonar Bangla' designed by Father of the Nation Bangabandhu Sheikh Mujibur Rahman.
Acting Chief Justice Md Abdul Wahhab Miah, law, justice and parliamentary affairs minister Anisul Huq, MP, secretary of law and justice division Abu Saleh SK Md Zahirul Haque, acting secretary general of Bangladesh Judicial Service Association Bikash Kumar Saha and Supreme Court's acting register general M Zakir Hossain also spoke there.
Supreme Court judges of both divisions and nearly 1,500 judges took part in the daylong judicial conference as part of ensuring justice for all.
