BNP’s poll-time govt formula depends on EC reconstitution

The Bangladesh Nationalist Party is preparing different frameworks of election-time interim government and the final framework would depend on the nature of the reconstituted Election Commission.
‘Our framework of polls-time government is depending on the type of the Election Commission to be formed through the ongoing process of the reconstitution of the commission,’ said a BNP leader close to the party high command.
‘If people with integrity, courage and non-partisan backgrounds are appointed in the commission, we will accept it, even if they are from beyond our recommendations,’ said the BNP leader.
BNP secretary general Mirza Fakhrul Islam Alamgir told New Age on Sunday that they were doing homework on the polls-time government.
He said that options of polls-time government were yet to be finalised.
BNP has primarily drafted different frameworks of election-time government considering different possible types of the commission, party leaders said.
If a neutral commission is formed, there would be one type of polls-time interim government while it would be different if partisan commission is formed, the leaders.
The party is also thinking over a polls-time all-party government, the party leaders said.
Asked whether credibility of the reconstituted Election Commission would put impact on their framework of polls-time government, Fakhrul said it would do a little bit.
BNP would not accept the commission if it is formed with people loyal to the ruling Awami League as the search committee for the reconstitution of the commission was formed, the party leaders said. 
The tenures of the incumbent chief election commissioner and other election commissioners will expire by February 14.
Most of the 31 political parties, including the ruling Awami League and opposition BNP, who recently had talks with president Abdul Hamid on the reconstitution of the commission, submitted lists of their choices for the commission to the search committee. 
BNP and its allies have been demanding for polls-time non-party neutral government since 2011 when the election-time caretaker government system was abolished through the 15th amendment to the constitution. On the same demand, the party also boycotted the general election held on January 5, 2014 that was also boycotted by all other opposition parties.
BNP may unveil the frameworks of polls-time government within couple of months, the party leaders said.
Fakhrul said that they would place the frameworks at an appropriate time.
On November 18, 2016, BNP chairperson Khaleda Zia placed a set of proposals for the reconstitution of the commission based on consensus among the registered political parties through a search committee formed on the basis of consensus.
