PM asks DCs to eliminate tender manipulation, extortion, drugs

Prime minister Sheikh Hasina on Tuesday asked the deputy commissioners to take action against tender manipulators, extortionists, muscle flexors and dealers of drugs irrespective of their party affiliation and without any hesitation.
‘I want to say you should work without any hesitation to eliminate tender manipulation, extortion, muscle flexing, drugs and terrorism,’ she said inaugurating three-day conference of deputy commissioners of the 64 districts.
‘You don’t need to look which party they belong to, just go for actions,’ Hasina said.
During the interaction with the prime minister, the deputy commissioners complained about political pressure while dealing with tender manipulations and muscle flexing, said officials.
They said that 17 deputy commissioners took part in the open discussion at the
Prime Minister’s Office.
The prime minister asked them to contact her or her office directly if they faced any obstacle from anyone while performing their duties.
In her 23-point directives to the deputy commissioners, she asked the field administrators to properly monitor development programmes which would be beneficial for people.
‘We have taken development programmes spending huge money. You need to look after the programmes. You should monitor if the programmes are properly being implemented,’ she said.
She asked the deputy commissioners to work for the socio-economic development of people engaging their creativity and talents.
Hasina asked them to remain vigil so that people were not harassed or deprived of government services.
Work together with the public representatives in establishing good
governance at the grassroots-level, she said.
Stating that drives against narcotics would, she asked the field administrators to save the youths from drugs.
‘Be sincere in discharging your duty to maintain peace, discipline
and stability by stamping out extremism, terrorism and communalism,’ she said.
She ordered enhancement of transparency and efficiency of land administration and management and protection of government lands and necessary steps for uninterrupted supply of fertilisers, seeds, electricity and fuel to boost agricultural production.
Hasina asked the deputy commissioners to create mass awareness for preventing marketing of adulterated food and increase surveillance to stop repression of women and children, trafficking, dowry, sexual harassment and child marriage.
State minister for public administration Ismat Ara Sadeque, principal secretary to prime minister’s office Nozibur Rahman and cabinet secretary Shafiul Alam also spoke in the opening session.
Rajshahi divisional commissioner Nur Ur Rahman, deputy commissioners Mizanur Rahman (Naogoan), Ziauddin Ahmed (Chuadanga) and Shaila Farzana (Munshiganj) also spoke on the occasion.
The conference is an annual meeting of the heads of district administrations with policy makers of the government for discussing policy matters and development strategies to gear up the field administration.
Finance minister Abul Maal Abdul Muhith, education minister Nurul Islam Nahid, disaster management and relief minister Mofazzal Hossain Chowdhury Maya and state ministry for power, energy and mineral resources Nasrul Hamid held separate meeting with the deputy commissioners in working sessions at the secretariat on the first day of the conference.
Muhith asked the deputy commissioners to take steps to increase revenue collection and rate of budget implementation.
Nahid asked them to work to improve quality of education.
The deputy commissioners recommended renovation of their accommodations and treasury houses, allocation for them for rehabilitation of beggars and introduction of crop insurance in coastal belts.
Emerging from the meeting, Muhith said that the deputy commissioners pointed out rundown condition of their accommodation facilities and treasury offices as their vital problem. ‘We cannot solve the problem overnight, we are taking steps and will take further steps.’
The deputy commissioners, in their written proposals for the meeting, recommended establishment of solar panels in remote areas, power connections to the schools in haor areas so that these schools could use multimedia classrooms.
In the proposals for education ministry, they recommended filing of vacant posts at government schools, allocation for running mid-day meal at primary schools, creation of at least two more posts for primary schools having three teachers, making provision for working for at least three years at primary schools in Sylhet region.
Nahid said that filling up vacant positions at schools were in the process.
He also said that textbooks would be delivered in time whatever government might be in power.
The deputy commissioners made 347 proposals relating to 52 ministries and divisions for the conference to end on Thursday.
Prime minister’s power, energy and mineral resources adviser Tawfiq-e-Elahi Chowdhury, after a session with the ministry, said that the people involved in mysterious disappearance of coal from a yard of Barapukuria Coal Fired Power Plant would not be spared.
