Janina Jaruzelski, a member of the Senior Foreign Service with the rank of Career Minister, has served with USAID since 1995 in both Washington D.C. and overseas posts.  She was Mission Director in Bangladesh from January 2014 to 2018.  In this capacity she leads the largest Mission in the Asia Bureau, with an annual operating budget of roughly $200 million a year and a staff of approximately 150 Americans, Bangladeshis and Third Country Nationals. The Mission under her leadership implements flagship programs in food security, and maternal and infant health as well as important efforts in disaster risk reduction, energy efficiency, health, nutrition, family planning, education and governance.

Prior to Bangladesh, Jaruzelski was Mission Director in Bolivia. From 2008 to 2012 she served as the Mission Director for USAID’s Mission in Ukraine, Moldova and Belarus. In that position she oversaw all USAID programming in Ukraine, Moldova and Belarus, including projects in democracy and governance, economic growth, energy infrastructure, health, education, HIV/AIDS and counter-trafficking in persons. She also oversaw the Millennium Challenge Corporation’s (MCC) Threshold Country Programs for Ukraine and Moldova, which USAID managed on MCC’s behalf.

Prior to her assignment as Mission Director in Kyiv, she served as Acting Mission Director, Deputy Mission Director and Regional Legal Advisor at USAID-Russia, Regional Legal Adviser for Egypt and Yemen and as legal advisor to the Europe and Eurasia Bureau in Washington. Prior to joining USAID, Jaruzelski was counsel to the US House of Representatives’ Energy and Commerce Committee and she served as assistant counsel to the Clerk of the US House of Representatives. She also worked at the US Court of Appeals for the District of Columbia Circuit and at Macmillan Publishing Company. She was a member of the Board of Governors of the American Foreign Service Association from 1995 to 1997.

Jaruzelski holds an A.B. from Princeton University under department of History on Russian Studies and also attended Leningrad State University.  She has a J.D. from the University of Pennsylvania, where she was Executive Editor of the Law Review.  She has received a Distinguished Honor Award, 3 Superior Honor Awards and numerous Meritorious, Group and Performance awards from USAID as well as the Achievement Award from the American Foreign Service Association (AFSA).
