Haque was born in Chandpur. He was elected to parliament from Chandpur-3 (Sadar and Himechar) constituency as a Bangladesh Nationalist Party candidate in 1996 and 2001 of national parliament election.In the ninth national parliament election of 2008, he lost to Dr. Dipu Moni of Bangladesh Awami League.
