Workers Party for enactment of law

Workers Party of Bangladesh, a partner of the ruling alliance, on Tuesday also proposed reconstitution of the election commission by formulating a law as stipulated in the constitution.
A ten-member delegation of the party, headed by its president Rashed Khan Menon, made the proposal during talks with president Abdul Hamid on the reconstitution of election commission at Bangabhaban in the afternoon.
Information minister Hasanul Haq Inu-led Jatiya Samajtantrik Dal, another partner of the ruling alliance, made the similar proposal on Monday which was first placed by HM Ershad-led Jatiya Party followed by Liberal Democratic Party in the last week. 
The president welcomed the Workers Party delegation and said that some similarities were being found in the proposals of the political parties with whom he had already held discussions, says a press release issued by Bangabhaban.
It also says that the president told the Workers Party delegation that mutual understanding and confidence among the political parties were very much important for democracy.
The president also said that each of the political parties should take any elections with ‘sportsman spirit’, says the release. 
Workers Party general secretary Fazle Hossain Badsha placed an eight-point proposal including that for enactment of a law on the reconstitution of election commission. 
The party in its proposals said it would take maximum 15 to 30 days for the formulation of a law with the provision for appointing chief election commissioner and four other commissioners if a parliament session was called on an urgent basis or an ordinance was promulgated by the president. 
Emerging from Bangabhaban after the meeting, party chief Menon told the waiting journalists that his party proposed the formation of a constitutional council with prime minister, opposition leader, speaker, chief justice and attorney general to propose the names of the chief election commissioner and the election commissioners. 
He said that the president could also form a search committee as an alternative to the proposed constitutional council to select a chief election commissioner and four election commissioners.
Menon said that they proposed formation of a search committee with the chief justice, Anti-Corruption Commission chairman, comptroller of auditor general, attorney general and heads of the constitutional institutions.
According to their proposal, he said, the search committee would propose three names against one Election Commissioner while the parliamentary standing committee concerned would scrutinise the names and send a short-list to the president to appoint CEC and other election commissioners from the list. 
Workers Party also proposed reconstituting a five-member EC with at least two woman election commissioners, Menon said.
Eight other members on the Workers Party delegation were its politburo member Anisur Rahman Mallick and senior leaders Nurul Hasan, Mahmudul Hasan Manik, Nur Ahmed Bakul, Iqbal Kabir Zahid, Hajera Sultana, Quamrul Ahsan and Mustafa Lutfullah.
The president has started the talks on EC reconstitution with Bangladesh Nationalist Party on December 18 as the tenure of Kazi Rakibuddin Ahmad-led commission expires in February 2017.
