RECORDING, SPREADING VIDEO OF NUSRAT’S STATEMENT Charges pressed against removed Sonagazi OC
The police on Sunday pressed charges against withdrawn Sonagazi police station officer-in-charge Moazzem Hossain for illegally recording video of madrassah student Nusrat Jahan Rafi’s statement made before him about sexual assault on her and posting it on YouTube.
The Police Bureau of Investigation senior superintendent Ruma Sultana submitted the probe report to the Cyber Tribunal to comply with its order issued on April 15 responding to a complaint filed by Supreme Court lawyer Syed Sayedul Haque Suman on the same day.
Nusrat was set on fire pouring kerosene on her on April 5 when she went to sit for her Alim exam at Sonagazi Madrassah in Feni for her protests against reported sexual assault on her by the madrassah principal. She succumbed to the injuries at the burn unit of Dhaka Medical College Hospital on April 8.
The probe report recommended trial of Moazzem for videoing her statement with his smartphone at his office on March 27 and sharing the video with one Atiar Hawlader Sojol’s mobile phone on April 8 for posting on YouTube under Section 26 and 29 of the Digital Security Act respectively.
The lawyer told New Age on Sunday that he would urge the tribunal today for issuing a warrant for Moazzem’s arrest.
He said that the statements recorded and posted on YouTube defamed Nusrat, her family and the whole society as the police officer extracted information from her about the sexual assault in details.
On April 10, the Moazzem was withdrawn after Nusrat’s family alleged that he was not cooperating with them.
The probe report said that Moazzem was found guilty of creating social unrest and attempting to disrupt law and order by disseminating the video.
The report said that Moazzem wilfully recorded Nusrat’s statement in presence of many strangers after calling her to the police station to disseminate her statements with details about her sexual harassment by her madrassah principal SM Siraj-ud-Doula.
It said that Moazzem after recording Nusrat’s statement said that nothing happened to cry and asked her to calm down.
The report said that since Nusrat was a minor and madrassah student, the police officer should have interrogated her in woman and child friendly manner.
Moazzen showed unprofessionalism and tarnished the image of the disciplined force by illegally recording Nusrat’s statement and spreading the video on YouTube.
On March 27, Nusrat was reportedly sexually assaulted by her madrassah principal SM Siraj-ud-Doula in his office room.
After Nusrat’s mother filed a case with the Sonagazi police station the principal Siraj was arrested for his crime against the girl.
On April 5, when Nusrat went to the madrassah to appear in her Alim examination, four people, reportedly accomplices of principal Siraj, wearing burka and gloves misled Nusrat to go to the roof of the madrassah to rescue her closest friend saying she was being lynched.
As Nusrat went to the roof to rescue her friend, the four poured kerosene on her and set her on fire.
Nusrat was brought to the burn unit of Dhaka Medical College Hospital where she died at the Intensive Care Unit on April 10.
Nusrat’s death sparked countrywide protests.
The Police Bureau of Investigation continued investigation into the Nusrat murder case.
Feni superintendent of police SM Jahangir Alam Sarkar was withdrawn on allegation of negligence in dealing with the case of Nusrat while two officers of Sonagazi police station — sub-inspectors Md Yusuf and Iqbal Ahammed — were attached to the office of the deputy inspector general of police in Khulna and Khagrachari police lines respectively.
