Corrupt cops made crores of taka: HC

The High Court Division on Monday said that some of the cops made fortunes through corruption.

The court also said that the errant police were indulging in corruption thinking that they would not be touched.

For the wrongdoings of five per cent of the cops the image of the entire police force had been damaged, said the court.

 A bench of Justice FRM Nazmul Ahasan and Justice KM Kamrul Kader made the remarks while hearing a writ petition filed by Sonali Bank’s senior officer Ibrahim Khalil seeking action against Uttara West police station assistant sub-inspector Mostafizur Rahman and five of his colleagues for illegally detaining him and his female colleague demanding bribe.   

The bench also directed the inspector general of police and the Dhaka Metropolitan Police commissioner to take action against the five cops in 15 days after holding inquiry into the  complaints pending with the IGP and the DMP commissioner.   

In the writ petition the banker said he went to Vooter Adda restaurant with his female colleague on June 27.

On duty cops detained them when they were returning from the restaurant, and took them to the Uttara West police station where ASI Mustafiz demanded Tk 20,000 for their release, and Ibrahim had to pay Tk 6,000 to the ASI and they were allowed to leave the police station  after Ibrahim agreed to pay the remaining amount of Tk 14,000 later.

Ibrahim then went to Kurmitola Hospital to get treatment for his injuries; however, ASI Mostafiz contacted female colleague, telling her that he would waive the remaining sum of the bribe if she meets him privately.

Ibrahim filed a complaint against ASI Mostafiz with the DMP commissioner and the IGP, attaching the ASI’s call-record and his medical certificate, but the authorities took no action.

On Sunday a bench of  Justice M Enayetur Rahim and Justice Md Mostafizur Rahman directed the IGP to take prompt departmental action against the errant police after expeditiously addressing complaints against them.

The bench directed the IGP to strengthen ‘the IGP’s complaints Monitoring Cell’ effectives.

‘Recently, we noticed that aggrieved citizens are lodging complaints in different part of the country against the police and the other law enforcers but the IGP does not dispose of the complaints expeditiously,’ the court said.

On November 13, 2017, the Police headquarters  opened the IGP’s complaint cell so that anyone could file complaint against the misdeeds and mismanagement by the police.

The bench issued five directives to the IGP after finding that Puthia police station’s suspended officer-in-charge Shakil Uddin Ahammed had manipulated the first information report to divert the course of the investigations in the murder case of Sharak Paribahan Motor Shramik Union’s founder president Nurul Islam.

The court directed the IGP to take departmental action against suspended OC Shakil after speedily disposing of all the complaints against him.     

The court also directed the Anti-Corruption Commission to inquire into the complaint that  OC Shakil had manipulated the FIR in Nurul Islam’s murder case.
