Sewage Outlets into Buriganga Dwasa gets 6 months to seal

The High Court Division on Sunday extended by six months the deadline for Dwasa to seal its 68 underground pipe lines under use to  dump  sewer into the Buriganga River.

A bench of Justice Gobinda Chandra Tagore and Justice Mohamamd Ullah also directed Dwasa to submit progress report to it every month, the first one on January 8.

The bench said that it would give decision after six months whether or not it would revoke its  showcause notice that had directed Dwasa’s managing director to explain why legal action would not be taken against him for submitting the false information by affidavit that Dwasa had no pipelines to dump sewer into the Buriganga.

Pardoning Dwasa MD for submitting the false information and recalling the showcause notice would depend on progress in sealing the sewerage outlets, the court said.

The bench directed the Department of Environment to shut down within one month the noncompliant establishments still dumping waste in both sides of Buriganga.      

The DoE was also directed to submit the list of the noncompliant establishments at the next hearing on January 8.

The bench issued the directives while hearing a supplementary writ petition filed by Human Rights and Peace for Bangladesh.

The supplementary petition sought directives to implement the verdict delivered by the HCD on June 1, 2011 asking the Dwasa and the BIWTA to seal the pipelines under use to dump wastes into the Buriganga and to shut down noncompliant establishments by the DoE withinnewagebd.net six months.

On December 3, the bench gave BIWTA chairman time until January 7 to seal all the other illegal sewerage and drainage pipelines under use to dump wastes into the Buriganga.
