Utilise projects money properly
Prime minister Sheikh Hasina on Thursday urged all concerned, including diploma engineers, to ensure proper utilisation of the money allocated for development projects.
‘Please, you do ensure every penny allocated for the development projects is utilised for the welfare of common people without any wastage,’ she said.
The prime minister was addressing the inaugural function of the 21st national convention and 39th council of the Institution of Diploma Engineers, Bangladesh at the Bangabandhu International Conference Centre in the capital.
Mentioning that the diploma engineers implement almost 80-85 per cent of government development works, she directed them to implement the works with utmost efficiency, sincerity and honesty.
IDEB president engineer AKMA Hamid presided over the inaugural function of the convention while IDEB general secretary engineer Md Shamsur Rahman delivered the welcome address.
Earlier, Sheikh Hasina opened the 21st national convention and 39th council session of the IDEB by signing an album of the institution.
The prime minister also instructed the diploma engineers concerned to implement the projects speedily as well as undertake suitable projects considering the necessity of those, geographical location as well as requirement of the people of their respective areas.
She also referred to an ECNEC meeting where she raised a question whether the development projects are always taken considering the overall development of the country or only for getting commission by awarding approval to projects.
Referring to the budget increase by five times, Hasina said the diploma engineers who work at the field level will have to sincerely and honestly accomplish their responsibilities and complete the ongoing projects within the stipulated time.
Terming Bangladesh’s 16 crore population as the main asset of the nation, she said the country could move ahead if these manpower could be imparted education and training properly.
Hasina said her government has decided to establish 25 more polytechnic institutes, including four for women, in the country as well as to expand vocational education by setting up one technical school in every upazila.
Citing the government’s initiatives to create more diploma engineers, the prime minister said implementation of a project involving Tk 2,900 crore has begun to get one lakh more students in diploma engineering course under public polytechnic institutes by 2019.
She elaborated various measures of her government for developing efficient and skilled manpower in the country and said SSC vocational course has been introduced for the first time in about 1,800 private high schools.
Besides, 49 Polytechnic Institutes, including three women ones, under public sector and more than 400 such institutes under private sectors have been established in the country.
She said the ministry of finance will soon issue a gazette notification for giving a special increment to diploma engineers as well as to those who are working as planning and designing at the very beginning of the services like other technical professionals.
