July-Aug ADP implementation rate hits lowest in a decade

The implementation rate of the annual development programme in the first two months of the current fiscal year hit the lowest mark in a decade mainly due to sluggishness of government agencies and departments in executing projects.
Fifty five government agencies and departments responsible for executing development projects could implement only 3 per cent or Tk 3,347 crore of the ADP allocation in July-August of the current FY 2015-2016 which is lowest since FY 2005-2006.
In July-August of FY 2005-2006, ADP implementation rate was 2.4 per cent.
In the previous FY2014-2015, the ADP spending rate was 5 per cent in the first two months.
The ADP implementing agencies managed to spend only 3 per cent or Tk 1,871 crore allocated from the government funds while they spent 4 per cent or Tk 1,270 crore allocated from foreign resources in July-August of FY16.
The government adopted Tk 1,00,997 crore ADP for the current fiscal year with estimated allocation of Tk 62,500 crore from domestic sources, Tk 34,500 from foreign sources and Tk 3,997 crore from the autonomous bodies and state-owned corporations.
Officials attributed the slowest progress of ADP implementation to the failure of the implementing agencies to spend resources from government funds.
In the past week, planning minister AHM Mustafa Kamal said that the government could not implement the ADP in August at expected level because of land related problems and monsoon.
Most of the development projects of the government are related to land and the country’s most of the land areas are now under water, he said.
According to the data, ministries of public administration, foreign, information, labour and employment, expatriate welfare, civil aviation and Finance Division failed to spend any money.
On the other hand, The Election Commission Secretariat achieved the highest implementation progress with a 36 per cent spending from the total allocation followed by the Cabinet Division with 32 per cent and religious affairs ministry with 16 per cent, the data showed.
