Commercial establishments also must take DIFE licence

The Department of Inspection for Factories and Establishments (DIFE) is now working to bring commercial establishments under its registration system as per labour rules to ensure labour rights in the business firms.
Earlier, the DIFE registration was mandatory for the industrial establishments and factories only but the labour rules 2015 included commercial establishments in the fold.
Responding to the government initiative, one commercial bank and a contractor firm have already become registered with the DIFE.
The DIFE has started to send letters to the commercial establishments, banks, insurance companies and other establishments asking them to take licence from it and to comply with the labour laws.
‘Responding to the letters, two commercial banks and more than 20 contractor firms, which supply manpower, have so far contacted with the department and Trust Bank and Dhaka Logistics Services & Solution have already obtained registration and licence this week,’ Syed Ahmed, inspector general of the DIFE, told New Age on Thursday.
Earlier, the commercial establishments, commercial banks, insurance companies and contractors were out of the jurisdiction of the inspection department but now they are now bound to take licence from the DIFE.
‘We are working to implement labour rules with the target of achieving two major goals –– one is to bring all the establishments and its workers and employees under a legal coverage with social compliance and another is to increase revenue earnings through licence fee,’ he said.
Syed also said that the department wanted to establish workers’ profit participation fund and workers’ welfare fund in which companies would share 5 per cent of their profits.
He also said that gradually all the banks, insurance companies and establishments would come under the DIFE licensing system and inspections would be conducted on regular basis in the establishments.
According to the provisional result of the economic census by Bangladesh Bureau of Statistics, there are a total of 80.75 lakh economic units in the country.
According to the DIFE, the labour inspectors will inspect banks to ensure appointment letters and identify cards with photograph for the workers and employees.
The inspectors will inspect banks to see whether banks preserve their workers’ registers, service books, leave registers, wage registers and overtime registers or not.
The contractor firms will get licence from the DIFE on conditions that they would provide appointment letters and identify cards with photograph to their workers and employees and preserve workers’ registers, service books, leave registers, wage registers and overtime registers, the officials said.
